I'm having the same issue. The bulk of the messages are very small, between bytes and 1 kb. The messages come in as a download button with the message "Tap to download", but the messages do not download (even days later). This seems to be happening with group texts. If the can't download error hasn't been noticed soon enough then after tapping there will be a msg saying 'Couldn't download Message expired or not available' I imagine that is due to the msg only being stored on the server for a limited time.
